Liebe JOE-Mitglieder,
am 1. und 2. Dezember findet in Warschau das 2. Treffen des EU-
Russland-Zivilgesellschaftsforums statt. Noch bis 15.10. sind
Anmeldungen von interessierten NGOs zur Teilnahme als mögliche neue
Mitglieder oder als Beobachter möglich. Auch Vertreter von
Institutionen können sich als Beobachter anmelden. Das EU-Russland-
Zivilgesellschaftsforum wurde im März 2011 in Prag von rund 60 NGOs
aus 17 Ländern gegründet, um die Zusammenarbeit untereinander und den
politischen Einfluss der Zivilgesellschaft in den EU-Russland-
Beziehungen zu stärken.

Invitation to 2nd Meeting of the EU-Russia-Civil Society Forum 1-2
December 2011 in Warsaw Dear members of the JOE-list, we would like
to encourage you to join the EU-Russia Civil Society Forum
established in March 2011 during a meeting in Prague by a group of
NGOs from Russia and EU member states with an aim to strengthen the
engagement between civil society groups in EU and Russia and to
increase their joint impact on the political dialogue at the
government level. Since its establishment the Forum received
acknowledgement from the top EU and Russia officials, including the
Russian President D. Medvedev, the European Council President H. van
Rompuy and the European Commission President J.M. Barroso.
The Forum plans to meet again in Warsaw, on 1-2 December 2011 during
the Polish Presidency of the EU Council. During the Warsaw meeting,
the Working Groups will discuss issues they find important for the
civil society sector and develop recommendations to EU and Russian
governments to be officially handed over to the political leaders
during the EU-Russia Summit in Brussels in December 2011 and discuss
cooperation plans for 2012.
We are convinced that the experience and expertise of your
organization would constitute a valuable contribution to the work of
the Forum. Therefore, we would like to encourage you to apply for
participation by sending an email to warsaw@eu-russia-csf.org. Please
indicate in your application the name of the organisation and the
name of the person who would represent it at the meeting. Please also
briefly describe the organisation's activity and its experience in
working with the EU-Russia CSF or in European-Russia cooperation.
Each organisation may be represented by only one person. If you do
not represent a civil society organization, fell free to apply as an

Deadline for all applications is October 15. The Organising Committee
will contact all the applicants shortly and inform them about results
of the review of applications. The organisers will cover the costs of
accommodation of Forum's participants. We're also looking for
financial resources to help cover the travel costs for participants
from Russia.
The working languages of the Forum are English and Russian,
simultaneous interpretation will be provided. The idea of the Forum
is to serve as a platform for facilitating interactions between civil
society institutions in the EU and Russia, developing civil society's
positions on issues important for social and political development,
and supporting networking, exchanges, and implementation of joint
initiatives and projects.
The work of the Forum until now is organised around four Working
Groups which tackle issues important in the following areas:
1) human rights and rule of law
2) environment
3) social issues and civic participation
4) democratic structures and processes.
